Health Governance in Low-Income Countries: A Thematic Analysis of WHO Reports

Governance of health has become a focal point in defining the quality of the health system, especially in the developing countries with low income where health is determined by structural limitation, lack of resources and weak institutions. The article is a qualitative thematic description of the chosen World Health Organization (WHO) reports to study the existing trends, issues, and tendencies of health governance in a low-income setting. The study discusses the main governance themes using secondary data based on global health governance frameworks, country, and health system assessments, which include leadership and stewardship, financing and resources allocation, accountability and transparency, service delivery coordination, community involvement, and increased role of digital governance of health. The results demonstrate the presence of enduring gaps in governance undermining equity, efficiency, and resilience, as well as identify the path of the reforms encouraged by the WHO. The article serves as part of the literature review in generalizing the narratives of governance through the WHO reports and provides policy-level information towards the improvement of health systems in resource-strained environments.
